Description
1. Notice of Intent The Air National Guard, 180th Fighter Wing (180FW/MXG), intends to award a firm-fixed-price purchase order on a sole-source basis to Dick Dykehouse Co Inc. 2. Statutory Authority This action is being executed under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. 3. Description of Requirement The Government requires specialized Aircraft Metals Maintenance Reamers to support 180FW/MXG maintenance operations. These precision tools are strictly required for the sizing and finishing of aircraft landing gear bearing surfaces. Delivery is required within 8 weeks After Receipt of Order (ARO). Please refer to the attached Purchase Description for comprehensive specifications and dimensional requirements. 4. Rationale for Sole Source The manufacturing of these specific reamers requires adherence to highly specialized tolerances and access to controlled Lockheed Martin Technical Orders (T.O.s) alongside restricted technical data. The Government does not possess a complete, unrestricted technical data package suitable for full and open competition. Previous market research, including a Request for Information (RFI) posted to the General Services Administration (GSA), yielded no responses. Therefore, Dykehouse Company is the only known source with the requisite technical capability and data access required to fulfill this critical aircraft maintenance requirement. 5. Notice to Interested Parties This notice of intent is not a request for competitive quotes, proposals, or an invitation for bids. A formal competitive solicitation will not be issued. However, all responsible sources that believe they can meet this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any submission must explicitly demonstrate the vendor's ability to manufacture these precise tools, including proof of capability to access and comply with the required controlled Lockheed Martin technical data. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this or future requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. 6. Submission Instructions All responses or capability statements must be submitted via email to Cody.Walker.12@us.af.mil no later than 10:00 AM EST on 13 July 2026. Telephone inquiries will not be accepted.
