Description

*****START OF 30 JUN UPDATE***** The Commercial Solutions Opening has been updated and amended as shown at the attached (A001 document) and summarized as follows: 1. Adds an additional AMC POC for questions regarding the objectives or preparation of the solution briefs; and 2. Extends the date for Solution Briefs and White Papers to 4:30PM EDT, 24 Jul 2026 *****END OF 30 JUN UPDATE***** The U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the U.S. Army Materiel Command (AMC), is seeking innovative commercial technologies, products and/or services that will provide enterprise-wide mold mitigation, neutralization, and mold growth prevention in Army Barracks rooms. This Commercial Solutions Opening (CSO) will utilize a solicitation process authorized by Revolutionary FAR Overhaul (RFO) DFARS Subpart 212-70. Under this CSO, the Department of War (DoW) will be allowed to competitively procure innovative commercial technologies, products and/or services that will provide Enterprise-wide mold mitigation, neutralization, and mold growth prevention in Army Barracks rooms. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in RFO FAR-based contracts awarded under RFO FAR Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoW contracting officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts. While the CSO herein specifies procedures for a resulting RFO FAR-based Part 12 contract, the MICC reserves the right to pursue alternative contracting methods upon Government review of Phase 1 responses (as requested herein) and continued Government analysis. This includes the potential for pursuing Other Transaction Authority. Any change in approach will be communicated to the public via sam.gov. Note, the Notice ID herein, W91QEY26SMOLD, may be updated at a later date with a procurement system generated number (i.e., updating the last four digits/fields). Any change to the ID/instrument number will be communicated via sam.gov.
