Description

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W91243-26-Q-A003 is issued as a Request for Quote for procure comprehensive lead generation services and Artificial Intelligence (AI) marketing tools to increase enlistments for the Nebraska Army National Guard (NEARNG).2. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. Clauses incorporated by full text can be accessed at https://www.acquisition.gov/ .3. The Period of Performance shall be from 1 September 2026 - 31 August 2027 with two additional option years as follows: 1 September 2027 ? 31 August 2028 and 1 September 2028 ? 31 August 2029.4. Award will be based on the overall Best Value to the government; price and other factors being considered. Vendors wishing to be considered for award shall meet all technical requirements as outlined in the Performance Work statement; shall provide at least three (3) references of work, similar in scope and size, with the requirement detailed in the PWS. References must include contact information, a brief description of the work completed, and contract number (if relevant). The Government also reserves the right to obtain information for use in the evaluation of past performance from any and all sources. If an offeror has no recent or relevant past performance, past performance will be treated as neutral, resulting in an acceptable rating. 5. The government intends to make an award without discussions.6. All questions must be received by 15 June 2026 at 10:00 a.m. utilizing the attached QA Log.7. All quotes must be received by 22 June 2026 by 10:00a.m. CST. Vendors who fail to furnish the aforesaid information by 22 June 2026 will be considered non-responsive. 8. All quotes shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/.9. It is the Offeror?s responsibility to obtain a written confirmation of receipt of all electron files submitted to the Contracting Office. If there are technical difficulties with the Solicitation Module, the alternate method for quote submission is via email to patricia.h.lee-smith.civ@army.mil.10. National Guard Protest Procedures A protest to a NG Contracting Officer (whether Army National Guard (ARNG) or Air National Guard (ANG) is considered a ?protest to the agency,? within the meaning of FAR 33.103. The NG Protest Program is intended to encourage interested parties to seek resolution of their concerns within the organization as an Alternate Dispute Resolution forum, rather than filing a protest with the GAO or COFC. See AFARS 5133. The procedures apply only to NG agency level protests. A NG agency level protest may be filed with either: The Contracting Officer designated in the solicitation, or? NG?s Agency PDA at the address designated in the solicitation and this procedural document. If the protest is silent on this matter, the Contracting Officer will decide the protest. Protests of actions addressed to United States Property and Fiscal Office (USPFO) Officials and not specifically addressed to the Contracting Officer, will be decided by the Contracting Officer unless that official has been issued a written delegation of authority by the HCA. If the protester requests that its agency protest be independently reviewed at a level above the Contracting Officer, the PDA will resolve the protest in accordance with AFARS 5133.103(d)(4)(iii)and the procedures outlined in this document.
