PRESOLICITATION NOTICE Project #565-24-105 Refurbish D Wing Elevators The Department of Veterans Affairs, 2300 Ramsey Street, Fayetteville, NC 28301 has a requirement for a contractor to refurbish D Wing Elevators located at the Fayetteville VA Medical Center, Fayetteville, NC. General Scope: Contractor shall provide all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary for modernization, refurbishment, installation, commissioning, and turnover of two existing D-Wing elevators P-5 and P-6 (hydraulic; 4,000 lb; 125 fpm; B/1/2 stops; duplex selective collective) serving the Emergency Room, Imaging, Laboratory, ICU, and Operating Rooms while maintaining hospital operations and life-safety. Work includes demolition of legacy systems, installation of non-proprietary modernization components, machine-room and pit code upgrades, cab and hoist way door refurbishments, ICRA-conforming phasing and barriers, commissioning, training, and full closeout. The finished elevators shall operate reliably and be executed in accordance with the final issued-for-construction documents, specifications, and applicable current VA, federal, state, and local codes and standards. Contractor to complete construction within 450 calendar days of the Notice to Proceed, but considerations for lead time on materials may be taken. Estimated construction magnitude is between $1,000,000 and $5,000,000. NAICS CODE: 238290 Size Standard: $19.0 Million This solicitation is anticipated to be a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified in the Small Business Certification at (https://search.certifications.sba.gov/) as a SDVOSB. Only bids from certified SDVOSBs in the SBA database at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. Network Contracting Office 6 (NCO 6) intends to issue an Invitation for Bid (IFB) and award a single, firm fixed-price contract. Solicitation material will be available on/about February 5, 2026. Any specifications, drawings and amendments will be posted on the System for Award Management (SAM) Contract Opportunities website (https://sam.gov/opportunities). The Contract Opportunities website is the only official location to obtain solicitation information and documents. Bids will be due approximately 45 days after issuance of the solicitation. Only one site visit will be scheduled. Location and point(s) of contact for the site visit will be identified in the solicitation. This notice is for informational purposes only and is not an invitation for bids. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. No bidders list is maintained. All interested vendors should register on SAM.gov.
