Description
The Department of War Education Activity (DoWEA) is issuing this Sources Sought / Request for Information (RFI) for market research purposes to identify industry capabilities for providing a commercially available, off-the-shelf (COTS), �?credit, virtual high school course focused on work ethics as a primary life skill. The anticipated period of performance for a potential future contract is 15 September 2026 through 14 September 2031. This RFI is issued solely for information and planning purposes and does not constitute a solicitation, a request for quote (RFQ), or a commitment by the Government to issue a solicitation or award a contract. Responses will be used to support market research and acquisition planning only. Responses to this RFI are due no later than 12:00 PM Eastern Standard Time (EST) on Friday, May 15, 2026, and shall be submitted electronically in accordance with the instructions provided in the attached RFI document. Responses should be emailed to the Contracting Officer and Contract Specialist identified in the RFI. Vendors are advised that the attached Request for Information document contains the authoritative description of the Government�s requirement and response instructions. Not responding to this RFI does not preclude participation in any future acquisition related to this requirement. The Government may, at its discretion, conduct follow-up discussions. Industry is also invited to indicate interest in a potential Industry Day focused on demonstrations and architectural discussions as part of its market research efforts. Additional Background: The Department of War Education Activity (DoWEA), one of two federally operated school systems, is responsible for planning, directing, coordinating, and managing pre-kindergarten through 12th-grade educational programs for the Department of War (DoW). The scope of this RFI is limited to DoWEA high schools only and is based on the following current estimates, which are provided for planning purposes and subject to change: Approximately 40 DoWEA high schools across the Americas, Europe, and Pacific regions An estimated 12,727 high school students, based on SY 2026�2027 enrollment projections Approximately 108 high school instructors currently teaching applicable courses An estimated 132 instructors to be trained over the anticipated life of a future contract Approximately 7 Career and Technical Education (CTE) specialists, anticipated to receive training during the base period -------------------------------------------------------------------- Amendment 0001 � HE125426RFI0006 � Work Ethics Courseware This amendment revises the RFI by adding two (2) clarification questions to Section 2.4 � Questions, under the heading �Course Content and Learning Objectives.� Added Questions (Section 2.4 � Course Content and Learning Objectives) Describe your proposed COTS solution on (1) work ethics as being a primary life/job skill, (2) skilled trade as a viable career path students should consider, (3) the industry-recognized certificate of completion. List the specific work ethics and skilled trades that are presented. Provide a link to your proposed course. DoWEA would like to offer this elective course to students in the eight schools whose total population ranges from 18-100 students via our virtual high school. Is your course able to be presented effectively in this manner?
