Description
The NIWC Atlantic and Naval Research, Development, Test and Evaluation (RDTE) enterprise consists of complex, technically advanced projects and innovations. Developing the strategy and communicating the strategic importance, progress, and return on investment (ROI) of these projects to a diverse set of critical stakeholders is a persistent challenge. These stakeholders include, but are not limited to: Department of War (DOW) and Department of the Navy (DON) leadership, Fleet operators, Congressional authorizers and appropriators, prime and non-traditional industry partners, and other Joint and DOW entities. A successful strategy includes human-centric communications to improve organizational effectiveness and alignment from the top-down and from the bottom-up.Failure to establish a common operational picture creates budgetary uncertainty, delays the fielding of critical warfighting capabilities, and hinders effective joint and coalition operations. This ultimately degrades mission readiness and erodes strategic overmatch.This Area of Interest (AOI) seeks a comprehensive solution that will demonstrate a shared understanding of risks, faster adoption of critical new capabilities, and opportunities for rapid and strategic collaboration. Traditional government communication methods are insufficient to convey the nuance and urgency of the mission.
