Combined Synopsis/Solicitation & Statement of Work Commercial Services for Marine Hose Fabrication (OTH MK4 & LRI) Solicitation Number: 52000PR260026323 (Request For Quote - RFQ) Agency: U.S. Coast Guard, Surface Forces Logistics Center (SFLC) Contract Type: Firm Fixed Price Purchase Order Set-Aside Information: Total Small Business Set-Aside Table of Contents Right-click and select 'Update Field' to populate the table of contents. 1. Combined Synopsis & Solicitation This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. 1.1 Evaluation Criteria Quotes will be evaluated based on the following factors: Technical Capability: The offeror�s ability to perform the services described in the Performance Work Statement. Past Performance: The offeror�s record of relevant and recent past performance. Statement of Work (SOW) 2.1 Scope The objective of this contract is to obtain professional custom fabrication, assembly, and fitting services for new marine hoses for the Over The Horizon � IV (OTH MK4) and Long Range Interceptor (LRI) vessels. This includes marine gear hoses, engine hoses, and fuel service line hoses. All services must be performed to Original Equipment Manufacturer (OEM) and Maintenance Procedure Card (MPC) specifications to ensure optimal system pressure, leak-free performance, and maritime safety compliance. Note: The MPC does not state the actual hose lengths; therefore, all newly created hoses must be measured and referenced directly from the present (existing) hoses. Asset is unavailable to leave base, reference must be performed on location. 2.2 Commencement, Prosecution, and Completion of Work Upon acceptance, the contractor shall commence work within 02 days and work diligently to complete the entire project and have the fabricated hose assemblies ready for delivery or installation by 02 working days. 2.3 Information and Requirements WARNING: VARIOUS STEPS IN THIS PROCEDURE MAY INVOLVE HIGH-PRESSURE TESTING EQUIPMENT OR SHARP EDGES. OBSERVE ALL SAFETY PRECAUTIONS WHEN WORKING WITH EQUIPMENT WITH SHARP EDGES. FAILURE TO COMPLY MAY RESULT IN SERIOUS PERSONAL INJURY. BEFORE EXECUTING THIS TASK, ENSURE ALL SAFETY AND HANDLING PROCEDURES ARE FOLLOWED. A. Preliminary Steps All fabricated hoses and fittings must be marine-grade and comply strictly with the exact material and safety specifications outlined on the applicable MPC. Identify and verify the required hose lengths, internal/external diameters, pressure ratings, and fitting types required for the specific LRI and OTH systems. B. Scope of Work (Fabrication, Assembly, & Testing) Move hose to work space. Inspect existing hose fittings visually for: (1) Burrs, (2) Stripped threads, (3) Bends, (4) Mushroomed areas. Inspect all fuel service lines and fittings for: a. Correct hose, b. Chaffing, c. Splits, d. Holes, e. Bulges, f. Leaks, g. Proper fittings, h. Loose fittings, i. Loose connections. Remove fittings from old hose (retain fittings for reinstallation). Measure length of old hose using a measuring tape (reference from present hose as stated in Scope). Cut a correct length of hose using a metal cutting handsaw. Replace fittings with elbow pipe to tube and ferrule. Install fittings on new hose. Remove any burrs on inside of cut edge. Install swivel and assembly tool into hose and socket until swivel almost touches socket. Check hose for push out. Remove assembly tool from swivel with two wrenches; verify swivel moves freely. Install new hose assembly ensuring there are no twists or kinks. Install hose on to the marine gear lower fitting. Fabricate, assemble, and replace all specific hoses from sea chest, cooler, strainer, raw water pump, aftercooler, marine gear lube, heat exchanger, crankcase breather, lube oil filter, air box, turbocharger, etc. Fabricate new Fuel Service Line Hoses with compliant, fire-resistant materials and secure fittings. Perform hydrostatic pressure and leak testing of all completed hose assemblies to OEM and MPC certified levels. The contractor shall supply all necessary test benches, fittings, connectors, adapters, test plugs, and safety enclosures required. 2.4 Conditions Affecting the Work Work conditions are subject to standard federal provisions. 2.5 Condition Found Report (CFR) If additional work items are found, Contractor shall report findings immediately before work continues via CFR along with a commercial estimate of necessary work to be completed outside the original SOW. 2.6 After Award of the Contract The contractor must immediately notify the contracting officer�s representative of their intended start date. The work shall be done in accordance with the specification. 2.7 Oral Modification No oral statement of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract. 2.8 Workmanship All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer Representative (COR). 2.9 Permits The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state, and local laws. 2.10 Clean Up All HAZWASTE, trash and debris shall be removed from the site and or recycled as applicable.
