Description
This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract to an authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) under the authority of FAR 13.106-1(b)(1)(i), (Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements), to an authorized distributor of Karl Storz endoscopic equipment, anticipated to be an SDVOSB, for the lease of endoscopic video systems and associated components. This requirement is for a comprehensive endoscopic solution to support multiple surgical specialties, including Urology, Otolaryngology (ENT), General Surgery, Gynecology, and Orthopedics. The equipment must be fully compatible and interchangeable with existing Karl Storz endoscopic video systems currently installed and in use at SLVHCS. Karl Storz equipment is proprietary. Only Karl Storz endoscopic components are compatible and interchangeable with existing systems currently installed at SLVHCS. No other manufacturers equipment can integrate with the existing infrastructure without requiring full system replacement, retraining of clinical staff, and potential disruption to patient care. This notice will be posted to SAM.gov from 03/23/2026 through 04/10/2026 under NAICS 532490. This is for the Southeast Louisiana Veterans Health Care Service at 2400 Canal St. New Orleans, LA 70119. This action will result in a firm-fixed-price lease contract. The period of performance shall be for July 1, 2026, to June 30, 2026. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 03/23/2026 at 3:00 PM CST, to kimberly.anderson6@va.gov When responding to this announcement, respondents should reference 36C25626Q0553, Notice of Intent Laparoscopic & Endosurgical Lease in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Posting and interest on www.sam.gov website does not constitute adequate evidence of capability. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after April 10, 2026 @ 3pm CST, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with L1 Enterprises. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
