Agency: Naval Air Systems Command (NAVAIR) Notice Type: Intent to Sole Source / Synopsis Intended Awardee: BAE Systems (BAE) - 65 Spit Brook RD, Nashua NH 03060-6909 Point of Contact: Yanfang Zhang (yanfang.zhang.civ@us.navy.mil) 1. Description of Requirement The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order on a sole source basis under Basic Ordering Agreement N0001922G0009 with BAE Systems (BAE), 65 Spit Brook RD, Nashua NH 03060-6909, for the procurement of D-49/ALE-47 1x1 and 1x2 Dispenser systems for Lot Acceptance Testing (LAT) for Government and Production entities to perform testing to support Fiscal Year (FY) 2027 through FY 2030 for U.S. Navy and Other Customer requirements. 2. Sole-Source Justification This acquisition is being pursued on a sole-source basis under the statutory authority of Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE is the sole designer, developer, manufacturer, and integrator of the system. Consequently, BAE is the only known source with the requisite technical data, specialized knowledge, and infrastructure capable of fulfilling this requirement without causing unacceptable delays or duplicating costs. 3. Notice of Intent This synopsis is published for informational purposes only and does not constitute a Request for Proposals (RFP). A formal solicitation will not be posted. 4. Capability Statements & Subcontracting Although a sole source award is intended, interested and capable parties may submit a Capability Statement. Review Process: The Government will evaluate submitted Capability Statements to determine whether a competitive procurement strategy is feasible. The decision to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Subcontracting: Any vendor interested in subcontracting opportunities should contact BAE Systems directly. Submission: All capability statements, inquiries, or responses regarding this notice must be submitted in writing via email to the primary Point of Contact (POC) listed above. No phone inquiries will be entertained. Reponses shall be made in writing via email to the attention of yanfang.zhang.civ@us.navy.mil. 5. Disclaimer There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
