Description
This is a special notice prepared in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 5.1 "Pre-solicitation." U.S. Forest Service intends to negotiate/award a sole-source contract with Frontier Precision Inc. The statutory authority for this non-competitive acquisition is 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) as implemented by RFO FAR 6.103-1, Only one responsible source and no other services will satisfy agency requirements. The contractor shall provide genetically appropriate plant material for revegetating the I-90 Snoqualmie Pass East Restoration Project near Snoqualmie Pass, Washington. Purchase approximately 2,932 Western Swordferns in 1-gallon pots. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 115310, Support Activities for Forestry. The size standard is $114.5M for the NAICS code defined by the U.S. Small Business Administration. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement to the Contracting Officer/Specialist before the notice end date. If no affirmative written responses are received by 10:00 AM Pacific Time on 12 June 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
