Description

This is a Combined Synopsis/Solicitation issued in accordance with FAR Part 12 and FAR Part 13 procedures for the acquisition of commercial items. The Department of Veterans Affairs, Network Contracting Office (NCO 16), is seeking quotes from verified Service Disabled Veteran Owned Small Businesses (SDVOSBs) to provide Philips Transesophageal Echocardiography (TEE) probes and associated components for Cardiology, specifically model numbers FUS9354, FUS9358, and NNAV817. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation is issued as an SDVOSB set aside in accordance with VAAR, VAAM, and applicable SBA VetCert requirements. The solicitation documents and incorporated provisions and clauses are those in effect through FAC 2026-01 (eff. 03/13/2026), FAR Deviation APR 2026 (eff. 04/23/2026), VAAR DEVIATION MAR 2026 (eff. 03/17/2026), VAAM Alert 26-01 (eff. 10/01/2025), and Acquisition Policy Flash 26-26 eff. 03/17/2026). This solicitation incorporates provisions and clauses by reference and full text. All provisions and clauses may be accessed electronically at www.acquisition.gov and https://www.va.gov/oal/library/vaar/. Contractors are required to be actively registered in the System for Award Management (SAM) and Certified with the Small Business Administrative (SBA) and verified under the Small Business Search (SBS) as a Service-Disable Veteran-Owned Small Business (SDVOSB). Vendor quote may be considered non-compliant and rejected if the Contracting Officer is unable to verify registration and SDVOSB certification status. The Government intends to award a single firm fixed price purchase order (PO) resulting from this RFQ to the SDVOSB whose quote represents the best value to the Government considering price and technical acceptability. All quoted items must be new, OEM, and fully compliant with Philips specifications; no refurbished, gray market, or third party substitutes will be accepted. The Government reserves the right to make no award.
