Description
Notice of Intent to Award a Sole Source Procurement The Tennessee Air National Guard, located in Memphis Tennessee intends to issue a sole source firm fixed priced contract to C2RL Engineering, Inc., 240 W Bessemer St., Alcoa, TN 37701-2519. C2RL Engineering, Inc. will perform Type C services for PV Array Project with Battery Storage to include submittal reviews, monthly meetings, coordination meetings, request for information (RFI�s), pre-final punch list, final punch list, convert red-line drawings to as-builts, etc. located at the Memphis Air National Guard Base, 4593 Swinnea Rd. Memphis TN 38118. The requirement will be sole sourced to C2RL Engineering, Inc. in order to provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Type C services. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (1) "soliciting from a single source." The NAICS code is 541330 and has a size standard of $25.5M for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 4:00 p.m. CDT, April 5, 2026 to: 164.AW.MSC.ORG@US.AF.MIL. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Contracting Opportunities at sam.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. No Proprietary, classified, confidential, or sensitive information should be included in your response.
