Description
THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO OCLC, INC. FOR CATALOGING & METADATA AND WORLDSHARE ILL SUBSCRIPTIONS. The Defense Human Resources Activity (DHRA), Acquisition Management Directorate (AMD), on behalf of the Defense Equal Opportunity Management Institute (DEOMI), intends to perform a sole source award to OCLC, Inc. for Cataloging & Metadata and WorldShare ILL Subscriptions. DEOMI utilizes OCLC�s Cataloging & Metadata cloud-based subscription to streamline the library�s cataloging process and reduce redundancies. WorldShare ILL is a cloud-based platform to manage workflows efficiently and improve access to collections and services. The estimated value of the contract is $10,000.00. The anticipated award will be made under the authority of 41 U.S. Code � 1902 under the procedures RFO 12.201 �Simplified Procedures.� OCLC, Inc. is the only vendor to meet the requirement as they provide the required services due to their WorldShare database and integrated library management systems. OCLC WorldShare is available exclusively through OCLC (Online Computer Library Center), a nonprofit global library cooperative, and cannot be procured through any other vendor or source. WorldShare is a fully integrated, cloud-based library platform that provides metadata management and interlibrary loan services. Critically, WorldShare is built upon OCLC�s WorldCat database, the world�s largest bibliographic database containing over 500 million records contributed by more than 16,000 member libraries in over 100 countries. This database is proprietary to OCLC and is not replicable by any competing system. Access to WorldCat�s global union catalog, and shared cataloging infrastructure are unique capabilities that no alternative vendor can provide. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to the Contracting Officer, listed in this posting. The closing date for challenges is no later than the response date and time listed in the posting. All information submitted should support the offerors� capability to provide the services/supplies required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 519210 � Libraries and Archives with a Small business size standard of $21 Million.
