Description

The Naval Air Systems Command intends to negotiate and award a sole source, firm fixed price contract with Eaton Mission Systems Division, Davenport, Iowa the historical producer of FLU-8 devices for the relocation and qualification of manufacturing for the FLU-8B/P Automatic Inflation Device (DODIC FW98) and associated batteries. The FLU-8B/P is a critical safety item designed to automatically inflate aircrew life preservers upon immersion in water after egress from ejection seat equipped aircraft. The device utilizes an electro-explosive primer to activate a CO2 cylinder for inflation. Historically, FLU-8 devices have been manufactured at Eaton Mission Systems Orchard Park (CAGE 04577), but production is being transitioned to Eaton Mission Systems Davenport (CAGE 99251). The contractor will be required to successfully relocate manufacturing operations, validate production capability, and deliver first article test samples for the qualified FLU-8 design (Eaton PN 1812-173-02). This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The government does not possess or cannot provide the technical data package/drawings necessary to manufacture the item. As the designer and developer of FLU-8, only Eaton Mission Systems Division. possesses the peculiar engineering capability, resources, expertise, intricate knowledge, and data necessary to satisfy the Government�s minimum requirements.
