NOTICE OF INTENT TO SOLE SOURCE TO MC MACHINERY SYSTEMS COMBINED SYNOPSIS/SOLICITATION NOTICE: Requirement Title: Mitsubishi Plunge &Wire EDM Corrective Maintenance at Portsmouth Naval Shipyard Solicitation Number: N3904026Q5223 Quote Response Deadline: 3/4/2026, 5:00 PM POC: Lisa Fielding, Contracts Officer, lisa.a.fielding.civ@us.navy.mil GENERAL INFORMATION: 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The Portsmouth Naval Shipyard intends to award a firm-fixed-price purchase order on a sole source basis to MC Machinery Systems for the corrective maintenance of one (1) Mitsubishi Plunge EDM and one (1) Mitsubishi Wire EDM. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government has determined that MC Machinery Systems is the only source reasonably available to perform the required services, as the Statement of Work requires work to be performed by a manufacturer-certified technicians using only manufacturer-approved parts and software. 3. This solicitation incorporates by reference the provisions and clauses of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) that are in effect on the date of this solicitation's issuance. It is the contractor's responsibility to be familiar with the applicable provisions and clauses. This solicitation is being issued as a: Request For Quotation (RFQ) 4. This acquisition is for a: Other Than Full and Open Competition (sole source to MC Machinery Systems) 5. North American Industry Classification System Code (NAICS): 811310 6. The size standard is: 12.5 million REQUIREMENT INFORMATION: The Portsmouth Naval Shipyard requests the following: The contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to perform corrective maintenance on one (1) Mitsubishi Plunge EDM and one (1) Mitsubishi Wire EDM, as detailed in the attached Statement of Work (Attachment 1). Required Period of Performance: Work in the Base period shall commence within four (4) weeks of contract award and be completed within eight (8) weeks of contract award. Place of Performance: Portsmouth Naval Shipyard, Kittery, ME, 03904 METHOD OF PROPOSAL SUBMISSION: Offeror shall submit quote directly to the Contracts Officer at lisa.a.fielding.civ@us.navy.mil For the Intended Sole Source (MC Machinery Systems) Submit a quote that includes the following: A total firm-fixed-price (FFP) for all corrective maintenance work described in the SOW. A separate schedule of fully burdened labor rates, by labor category, to be used for any potential unscheduled or emergency repairs. A proposed fixed pass-through markup rate for materials and parts required for unscheduled repairs. Confirmation of the ability to meet the period of performance and all security requirements. Company name, address, CAGE code, and UEI number. Vendors must be registered in the System for Award Management (SAM) database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
