SYNOPSIS General Information: Document Type: Combined Synopsis/Solicitation Solicitation Number: HTC71125RC007 Classification Code: V � Transportation/Travel/Relocation NAICS Code: 481211, Nonscheduled Chartered Passenger Air Transportation Contracting Office Address: United States Transportation Command, Directorate of Acquisition, (TCAQ-C), 508 Scott Drive, Building 1900W, Scott AFB, IL 62225-5357, UNITED STATES Description: The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for passenger air travel services via commercial scheduled routes through Point Mugu, CA (KNTD), to transport military and Government civilian passenger movement and essential cargo to San Nicholas Island, CA (KNSI) and China Lake, CA (KNID), five days a week. Additional missions between these locations may be scheduled by mutual agreement during the week, weekends, and holidays as well as to other off-line locations within a 500 Nautical Miles radius outside of Point Mugu. The Government intends to offer a single, Firm-Fixed Price contract to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered, in accordance with the Request for Proposal (RFP). This acquisition is being 100% set aside for small business participation and all responsible small business concerns may submit a proposal which shall be considered by the agency. The base period of performance shall begin 1 Oct 2025 or date of award if subsequent thereto, through 30 Sep 2026, followed by four one-year option periods, through 30 Sep 2030. The contract will include FAR clause 52.217-8, Option to Extend Services. This acquisition is being conducted under FAR Part 15, Contracting by Negotiation, and FAR Part 12, Acquisition of Commercial Items. Proposals will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration of contract award. RFP has been issued on 16 May 2025 and closes on 16 June 2025. All questions related to this RFP must be submitted in writing to the POCs identified below, no later than close of business on 23 May 2025. Any questions received after that date may not be answered. A preproposal conference, to be conducted via Microsoft Teams, is tentatively scheduled for 29 May 2025. Agenda and dial-in information will be updated to this notice once they are finalized. No hardcopies of the solicitation will be issued.
