REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE SUBJECT: Hazardous Waste Management Services (WMS) for U.S. Army Garrisons, Germany AGENCY: Department of War (DoW) NOTICE TYPE: Request for Information / Sources Sought NAICS CODE: 562112 (Hazardous Waste Collection) and 562211 (Hazardous Waste Treatment and Disposal) RESPONSE DUE DATE: 08 May 2026 1.0 INTRODUCTION This is a Request for Information (RFI) and Sources Sought Notice only. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. The purpose of this notice is to identify potential capable sources, particularly within the European and German markets, that can provide comprehensive Hazardous Waste Management Services across multiple U.S. Army Garrisons (USAGs) in Germany. 2.0 BACKGROUND AND REQUIREMENTS The Government requires a non-personal services contract to provide on-site hazardous waste management services (WMS) at U.S. military installations in Germany to replace services currently provided via the Defense Logistics Agency (DLA). The targeted transition and start date for full performance is 1 October 2026. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform hazardous waste management at U.S. military installations in Germany. 2.1 Geographic Scope: Services are required at the following primary locations and their associated off-installation exercise sites: USAG Ansbach USAG Bavaria USAG Rheinland-Pfalz USAG Stuttgart USAG Wiesbaden 2.2 Core Capabilities & Tasks: Facility Operation: Operation of Hazardous Waste Accumulation Points (HWAPs) and Hazardous Waste Storage Areas (HWSAs). Waste Handling: Comprehensive handling of wastes including collection, characterization, segregation, labeling, packaging, weighing, and recordkeeping. Transportation Logisitics: Execution of "milk runs" from HWAPs to HWSAs, to include ADR certification required for transportation of hazardous waste on public roads in some locations (e.g., at USAG Ansbach), and preparation of waste for final pick-up, transport and disposal by the DLA contractor. Specialized Services: Non-routine pumping of contaminated liquids (e.g., fuel, antifreeze, oil), battery collection, and laboratory packing services. Regulatory Compliance: Strict adherence to the Final Governing Standards (FGS) for Germany, German Federal Law, European Union (EU) regulations, and international transportation agreements (e.g., ADR). Note: Infectious, controlled, explosive, and radioactive wastes are strictly excluded from this requirement. 2.3 Key Personnel Requirements: Contract Manager: Must possess a university degree in Environmental Engineering or Science, bilingual fluency (English and German), and a minimum of three (3) years of experience interacting with German environmental authorities. On-Site Technicians: Must be bilingual (English/German; one on-site technician must have English Level 2, additional on-site technicians should have at least English Level 1), hold necessary European waste regulations (ADR) certifications, and demonstrate knowledge of U.S. and German environmental policies. 3.0 REQUESTED INFORMATION Interested parties are requested to submit a capability statement addressing their ability to perform the services outlined above. Responses should include: Company Profile: Company name, address, point of contact, email address, phone number, and UEI/CAGE code (if applicable). Corporate Experience: A brief description of the company's history and experience providing similar hazardous waste management services of comparable size and complexity, specifically within Germany. Logistical & Geographic Capability: A description of the company's ability to operate simultaneously across the dispersed geographic locations listed in Section 2.1. Regulatory Compliance: Confirmation of the ability to obtain and maintain all necessary German and EU certifications/licenses required for the handling and transport of hazardous waste. Phase-in / Transition Capability: A high-level overview of how the company would approach a 30-to-60 day transition period to assume full operations by 1 October 2026. 4.0 SUBMISSION INSTRUCTIONS Responses to this RFI shall be submitted via email to 409th_TCC_MSD@army.mil no later than 1600 Central European Summer Time (CEST) on 08 May 2026.].
