Description

The Medical Readiness Contract Office - West, is currently performing market research for an upcoming requirement in support of Eisenhower Army Medical Center, Fort Gordon, GA. The type of solicitation to be issued will be based upon replies to this sources sought, in addition to other market research performed. It is anticipated that a firm fixed-priced contract will be awarded to fulfill this requirement. Please note that this is a sources sought notice for the purposes of market research and to be used for preliminary planning purposes. This is not a solicitation for proposals, and no contract will be awarded from this notice. Contact with Government Personnel, other than the points of contact identified at the bottom of this notice, by any potential firm, or their employees', regarding this requirement, is strictly prohibited. The North American Classification System (NAICS) code for this requirement is 621511- "Medical Laboratories." The Small Business Size Standard is $41.5 Million. SCOPE: Provide all required facilities, personnel, services, transportation (i.e., shipping), materials, equipment, and supplies required to provide blood donor testing services at a Cost Per Test (CPT) in support of the U.S. Government. It is anticipated that the period of performance will include a one-year base period and four, one-year, option periods. EAMC will place orders on an "as needed basis", for up to 13,000 donors annually. All tests shall be executed at the Contractor's facility, or within the Contractor's network of laboratories (affiliate or qualified sub-contractor). All testing shall be in accordance with the Food and Drug Administration (FDA) regulations. The standard test panels includes: ABO/Rh Antibody screen Syphilis (STS) HBsAg HBcAb HCV HIV 1 and 2 HTLV 1 and 2 HIV/HCV/HBV NAT {pooled) West Nile Virus NAT IDT (single) Chagas (T.cruzi) Babesia (pooled) The confirmatory testing will consist of individually run tests: HBsAg Neutralization HCV confirmatory HBV confirmatory HIV 1 and HIV 2 confirmatory HTLV 1 and 2 confirmatory Syphilis {TP-PA} confirmatory, Chagas confirmatory RESPONSES Responses to this Sources Sought Notice should demonstrate the company's capability and responsibility to provide and deliver the products listed below. A response to this sources sought notice will be interpreted as confirmation that the respondent is interested and will likely provide a proposal/quote in response to a solicitation when issued. If your company is unlikely to respond to a solicitation but is providing information for future use, please indicate such. In response to this notice, interested parties must submit a written capability statement (please limit it to 5 pages) and include the following information: Company name, address, point of contact, phone number, and e-mail address. Indication of the company's capability to provide the products/services being requested; please indicate if Company will perform tests or subcontract for the performance of testing. Documentation of company's capability to perform under contract of this magnitude and complexity; historical or current awards may be specified, if desired. Small Business or Large Business Status along with UEI or CAGE code for review in SAM.gov. Interested parties shall respond to this Sources Sought Notice no later than 21 May 2026 at 11:59 PM Central Time. All interested businesses must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award of Government contracts. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. A decision by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.
