Description
The following is a Sources Sought Notice for a full and open unrestricted solicitation This Sources Sought announcement is for market research information and is to be used for preliminary planning purposes. No proposals are being requested and will not be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to gain knowledge of potential and interested qualified business concerns capable of performing Commercial and Institutional Building Construction in the remote areas of Oregon. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. This requirement has been posted and publicized several times over the last few years. A number of changes have been made to what has previously been publicized so the Government is going back out to industry with the current information. The solicitation is targeted to be publicized in 2Q FY27. The estimated magnitude of this project is between $250M and $500M, with an aggressive construction duration. The US Army Corps of Engineers, Kansas City District is seeking a design-bid-build construction contractor to execute construction on two (2) remote sites simultaneously in Oregon. The sites are located in areas with little or no utility infrastructure and outside typical commuting range of any metropolitan areas. See the attached document titled �Oregon Project Broad Scope Requirements� for further details. The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition. The Corps of Engineers is seeking specific industry feedback to finalize the development of the requirement. Please complete the attached document titled �Industry Feedback Questionnaire� and �PLA Survey� to assist us in the endeavor. Due to the aggressive construction period required, USACE wants industry input for realistic capabilities of the market. The US Army Corps of Engineers, Kansas City District is anticipating hosting a Webinar on 13 May 2026 to further elaborate on the requirements. After the sources sought period closes on 15 May 2026, USACE is requesting to have one-on-one interviews. These interviews are intended to be held with PRIME Vendors. If your firm is interested in attending the Webinar, please submit your request for registration to michael.g.france@usace.army.mil and jeri.l.halterman@usace.army.mil no later than 1:00 P.M. CST on 8 May 2026. A link will be sent to those registrants. Please send your Sources Sought response and completed Industry Feedback Questionnaire� to both michael.g.france@usace.army.mil and jeri.l.halterman@usace.army.mil. No later than 1:00 P.M. CST on 15 May 2026. For PRIME Vendors interested in the one-on-one interviews, please confirm your intent with this submission. This Sources Sought is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
