Description

NAVSUP Fleet Logistics Center, Puget Sound is soliciting for a service to provide appliance maintenance and repair. Appliances include: Washers, Dryers, Refrigerators, and Stoves. The contractor shall furnish all personnel, management, transportation, materials, parts, supplies and equipment required to perform repairs of government owned appliances as defined in this Performance Work Statement. The contract will be awarded as a firm fixed price with a base year + 4 option years. Place of performance is throughout Command, Navy Region Northwest including the following locations: Naval Air Station Whidbey Island (NAS Whidbey), Naval Station Everett (NS Everett), and Naval Base Kitsap (NBK Bangor Annex, NBK Bremerton Annex, NBK Bremerton Naval Hospital Annex, NBK Keyport Annex). Number of repairs per year will be limited as follows: -NBK (To include Bremerton, Bremerton Naval Hospital, Bangor, and Keyport): Not-To-Exceed 100 machines a year for repair. - Whidbey Island: Not-To-Exceed 70 machines a year for repair. -Everett: Not-To-Exceed 40 machines a year for repair. The service will be performed at the Manchester Fuel Depot (MFD) in Port orchard, WA. A Firm-Fixed Price, Service type contract will be awarded in accordance with FAR parts 12 and 13.5, Commercial and Simplified Acquisition Procedures utilizing Best Value evaluation factors. To be negotiated on a sole source basis with Avalon Contracting Inc. per FAR 19.1406 – Sole Source Awards to Service-disabled Veteran-owned Business (SDVOSB) Concerns. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. The North American Industry Classification System code for this acquisition is 811412. All responsible sources may submit a proposal which, if received in a timely manner, shall be considered by NAVSUP FLC PS. It is anticipated that solicitation N00406-19-R-0005 will be posted to the NECO website: https://www.neco.navy.mil under Business Opportunities on or about 22 February 2019 with a closing date on or about 25 March 2019. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/SAM.
