Description
This is a solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The U.S. Coast Guard (USCG) Base Ketchikan has a requirement for annual inspection, testing, and certification of cranes, hoists, and other lifting equipment. The contractor shall provide all personnel, labor, materials, equipment, tools, supervision, and transportation necessary to perform the work as detailed in the attached Statement of Work (SOW). This procurement is a total small business set-aside under NAICS Code: 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The small business size standard is $12.5 million. Statement of Work (SOW): 1.0 GENERAL 1.1 Background: United States Coast Guard (USCG) Base Ketchikan operates a wide range of weight handling equipment (WHE) to support its operational missions. To ensure the safety of personnel and the continued functionality of this equipment, annual inspection, testing, and certification are required in accordance with federal regulations and manufacturer standards. 1.2 Scope: The Contractor shall provide all-inclusive services to perform annual inspections, functional testing, and certification of the equipment listed in Section 2.4. This includes all travel, lodging, and per diem. This SOW does not include repair services. 1.3 Objective: To inspect and recertify all listed weight handling equipment and document any deficiencies. 2.0 SPECIFIC REQUIREMENTS/TASKS 2.1 Inspection and Testing: Inspect and test all equipment listed in Section 2.4 in accordance with the compliance documents. 2.3 Certification and Reporting (Deliverables): Affix durable, waterproof certification tags to compliant equipment. Provide individual inspection forms for each device. Submit a consolidated Final Deficiency Report within five (5) business days of completing the inspection. 2.4 Equipment List: A list of 13 specific pieces of equipment including an Automotive Lift, Bridge Cranes, a Mobile A-Frame, a Mobile Crane, and various Monorail Hoists is provided in the attached SOW. 4.1 Period of Performance: Base Year: 01 June 2026 to 31 August 2026, with four (4) one-year option periods. Work to be completed within 45 days of commencement in the base and each option year. 4.2 Place of Performance: USCG Base Ketchikan, 1300 Stedman Street, Ketchikan, AK 99901. Instructions to Offerors: 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services (Aug 2025) (DEVIATION 25-21). Offerors shall submit signed and dated offers to the office specified in this solicitation at or before the time specified. As a minimum, offers must include: The solicitation number; The name, address, and telephone number of the Offeror; The Offeror�s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; A technical proposal describing the approach to meeting the requirements of the SOW. Responses to provisions that require Offeror completion of information, representations, and certifications; and A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.
