Description

The United States Coast Guard (USCG), Sector Key West, intends to negotiate and award a firm-fixed-price purchase order on a sole source basis to Pipe Dreams [Insert Contractor Address/CAGE Code] under the statutory authority of FAR 13.106-1(b)(1), "Soliciting from a single source" or FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The purpose of this contract is to renew the canvas awnings on the 01 Deck and the Fantail, as well as to inspect, clean, and coat the installed aluminum frame aboard the Coast Guard Cutter (CGC) ISAAC MAYO during its scheduled inport period. 2. Sole Source Justification The decision to procure these services on a sole-source basis is driven by the highly customized nature of the equipment and the lack of existing data rights. The awnings delivered with the Fast Response Cutters (FRCs) are Contractor-furnished from Pipe Dreams. The design of these awnings is intricate, requiring highly precise measurements for proper installation and usage. Furthermore, there are significant design variations from boat-to-boat, particularly from FRCs 1140 and onward. From a contracting perspective, the technical details required to perform this work necessitate utilizing a single responsible offeror due to the following factors: Lack of Data Rights: The Government does not own the data rights required to compete this requirement openly. Substantial Duplication of Cost: The work is of such complexity that the requirement cannot be reverse-engineered without a substantial duplication of cost to the Government. It is estimated that reverse engineering efforts, compounded by a steep learning curve for a new offeror, would effectively double the price compared to utilizing the original equipment manufacturer, Pipe Dreams. For these reasons, Pipe Dreams is the only vendor capable of fulfilling the technical and schedule requirements without causing unacceptable delays or duplicated costs to the USCG. 3. Statement of Work (Summary) The contractor shall provide all required equipment, materials, and labor to perform the following aboard the CGC ISAAC MAYO: Set up protective measures to seal off and protect vessel components from contamination. Handle interferences such as GPS/Radio Antennas and Screen Panels. Remove and properly dispose of existing canvas covers and lacing. Conduct a visual inspection of awning support structures and mounting hardware, documenting and submitting any discrepancies. Clean awning piping, remove visible corrosion via chemical/mechanical methods, and coat the exposed aluminum with outdoor protectant. Install new, color-matched canvas awnings, tensioning them to ensure a tight application. Place of Performance: USCG Sector Key West 100 Trumbo Pt. Road Key West, FL 33040 4. Notice to Interested Parties THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the response date listed above. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
