DESCRIPTION NOTICE OF INTENT TO SOLE SOURCE This notice is in accordance with (IAW) Revolutionary FAR Overhaul (RFO) 5.101. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 10, hereby provides notice of its intent to award a sole source, firm-fixed price contract for the product/service listed below to Sun Nuclear Corp. The contract is expected to be awarded under authority of RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The contract is expected to be awarded under the authority of RFO 12.102(a) for acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is no later than 07-19-2026. The contractor will provide the product listed below This is a sole source requirement. The Ann Arbor VAMC, 2215 Fuller Rd, Ann Arbor, MI 48105, and Network Contracting Office 10, 2780 Airport Dr., Suite 340, Columbus, OH 43219 is requesting to purchase the QA 4 Pro System and accessories. The Daily QA 4 Pro will be utilized to perform required daily quality assurance testing on linear accelerators prior to patient treatment delivery to ensure machines are operating safely and within established clinical tolerances. The systems will provide comprehensive verification of beam output constancy, imaging accuracy, positioning accuracy, and overall machine functionality to support safe and effective radiation therapy treatments of Veterans. This acquisition will support uninterrupted clinical operations, regulatory compliance, and continued delivery of high-quality patient care within Radiation Oncology. The NAICS code is 334519 with a small business size standard of 600 employees. The VA intends to solicit and negotiate with Sun Nuclear Corp, located at 425 PINEDA CT STE A, Melbourne, FL 32940. Market research was able to identify domestic commercial products that can meet this requirement. Research shows that the QA 4 Pro System is manufactured by Sun Nuclear Corp, and the items can be purchased directly form them. DAILY QA 4 PRO 2 EA DQA4 ADAPTER PLATE FOR 6DOF COUCHES 2 EA CUSTOMER WEB-BASED TRAINING 1 EA Specifications: Salient Characteristic: Sun Nuclear Daily QA 4 Pro The Sun Nuclear Daily QA 4 Pro is a comprehensive, integrated daily quality assurance system designed for radiation therapy linear accelerator verification. The system shall provide a single, indexed, all-in-one platform capable of performing daily dosimetric, geometric, and imaging quality assurance checks in a single setup without the need for multiple phantoms or separate measurement devices. It shall include high-resolution detector arrays utilizing diode and ion chamber technology to support measurement of output constancy, beam flatness, symmetry, field size verification, dose per pulse, and beam profile characteristics across clinically relevant field sizes. The system shall be capable of performing integrated Winston-Lutz testing for verification of radiation isocenter accuracy and geometric alignment suitable for SRS/SBRT applications. It shall also support comprehensive imaging system quality assurance for kV, MV and cone-beam CT imaging systems within the same device workflow. The device shall allow for automated data acquisition, analysis, and trend reporting, with compatibility for electronic QA management systems such as SunCHECK or equivalent platforms, to ensure documentation, traceability, and compliance with AAPM TG-142 recommendations. The system shall be designed to improve workflow efficiency by reducing setup time, minimizing room entries, and enhancing reproducibility through indexed positioning and standardized daily QA procedures. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES However, interested parties may identify their interest and capability to respond to this requirement and may submit a bid, proposal, or quotation (as appropriate) that the agency shall consider within the given closing/due date of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities like an authorized distributor/reseller letter from their source of supply if not a manufacturer that will demonstrate the ability to support this requirement.
