Description

PRE-SOLICITATION NOTICE: The Edward Hines Jr. VA Hospital, Hines, IL 60141, has a need for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for construction. The VA intends to award an IDIQ contract for network cable installation and related activities with task orders ranging in value from $2,000 to $150,000. The maximum net value of all task orders and modifications issued under this IDIQ shall not exceed $1 Million. The net aggregate value for all task orders and modifications issued against this IDIQ shall not exceed $1 Million. The IDIQ will include a five (5) year ordering period from the date of the award. The facility covered by the resultant contract may occur at multiple locations on the EHVAH station. The primary purpose/work to be ordered under this contract is Wiring Installation (NAICS 238210), which may include the installation of new data cable and related activities, but this IDIQ contract presumes the contractor will not need access to Hines LAN or any VA Sensitive Information to execute this contract. All task orders are subject to the terms and conditions of this contract. The NAICS code for this procurement is 238210 with a size standard of $19.0 Million Dollars. The construction range for the seed project is between $100,000 and $150,000. Contractors will be required under the contract to have a minimum bonding capacity for the life of the contract. This acquisition shall be 100% set-aside for Service-Disabled Veteran-Owned Small Business (SBVOSB) concerns per authority of 38 U.S.C. 8127 (Public Law 109-461). In accordance with VAAR 819.7003(b), at the time of submission of proposal, the offeror must represent that it is a SDVSOB concern, a small business concern under the NAICS code assigned to the acquisition, and has a SBA SDVOSB Certification Veteran Small Business Certification (sba.gov). This Pre-Solicitation notice is NOT a request for proposals or submittals of any kind. The VA plans to issue the official solicitation 3625226R0013 on or about 2/27/2026. The solicitation will be posted to https://www.SAM.gov.
