Description

PEO Aviation requires a sole source Blanket Purchase Agreement (BPA) for replacement Hybrid Enhanced Ballistic Protection System (HEBPS) components. These components are critical for CH-47 Chinook helicopters, enabling PEO Aviation to maintain 'Condition A' for deployable units and ensure continuous ballistic protection for pilots and soldiers during combat missions. This procurement is essential to restore damaged or non-functional HEBPS kits to full serviceability. This sole source action is justified under GSAR 538.7104-3(b)(ii) (GSA Class Deviation RGO-2026-01), citing that only one source is capable of providing these unique or highly specialized products. The Protective Group (TPG) manufactures HEBPS components and has confirmed Atlantic Diving Supply, Inc. (ADS) as their exclusive authorized distributor, both open market and on Schedule. TPG does not sell directly to the Government. A TPG letter of certification verifies ADS as the sole authorized distributor, making ADS the only capable source for these items.
