Description
THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE SOLICITATION AND AWARD TO THE SANTA CRUZ PORT DISTRICT TO LEASE TWO BOAT SLIPS IN THE SANTA CRUZ HARBOR TO SUPPORT OFFSHORE PERSONNEL RECOVERY AND TRAINING MISSIONS. The 129th MSG/MSC, the Contracting Activity, intends to issue a solicitation and award a sole-source, firm-fixed-price contract for the 129th Rescue Wing, the Requiring Activity, to Santa Cruz Port District 135 5th Ave, Santa Cruz, CA 95062. (SAM Unique Entity ID: MTQSGEBAE3W3; CAGE: 4MZB1). This sole source contract will provide harbor slip rentals for two boats from 30 JUN 2026 - 1 JUL 2031. The Contracting Officer has determined that Santa Cruz Port District has the capability and only the incumbent contractor can continue to provide these critical services without a break, thereby preventing unacceptable delays and mission degradation. The authority for this sole source procurement will be RFO FAR 12.102(a). Santa Cruz Harbor is the only deep-water port between Moss Landing and Half Moon Bay. For military operations focused on the Monterey Bay National Marine Sanctuary or the Northern California coastline, no other location provides the necessary proximity. A military vessel stationed elsewhere would face significantly increased transit times, raising fuel costs and, more critically, delaying emergency response times for Search and Rescue (SAR) or coastal security missions. The harbor provides gated, monitored access which is essential for the protection of government property (sensitive communications gear, specialized tactical equipment, and the vessel itself). The harbor provides 24/7 fuel access and pump-out facilities capable of handling high-capacity military tanks, which are not available at smaller private docks or moorings. Only the Santa Cruz Port District (a public entity) can legally grant an immediate, non-seniority-based slip to a military unit. A private entity would be unable to provide a permanent slip without violating local port regulations or displacing existing commercial tenants. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Any interested party that believes itself to be capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by the closing date and time provided in this notice. Responses to this notice must be submitted in writing to the primary Point of Contact: austin.breault.1@us.af.mil. Any determination by the government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
