Description
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a contract to Palfinger USA, LLC, 4151 W State Route 18, Tiffin, OH 44883 USA (Government Entity Code: 0LQ89). This effort is estimated for award the end of Fiscal Year 2026. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1(b), as award to any other source would result in substantial duplication of cost to the Government not expected to be recovered through competition and unacceptable delays in fulfilling agency requirements. The Program Management, Advanced Amphibious Assault (PM AAA) is planning for the procurement of equipment to support the Amphibious Combat Vehicle Recovery (ACV-R) Mission Role Variant (MRV) for the ACV Family of Vehicles (FoV). This effort will include the procurement of 36 Model #PSC 14209 Service Cranes. The Amphibious Combat Vehicle (ACV) platform, to include full rate production (FRP) of the ACV Personnel (ACV-P) and Command and Control (ACV-C) Mission Role Variants (MRVs), and manufacture of the Medium Caliber Cannon (ACV-30) and Recovery (ACV-R) Production Representative Test Vehicles (PRTVs)., under contract M67854-16-C-0006. PM AAA identified the only vendor capable of providing the 36 Model #PSC 14209 Service Cranes as a commercial item that meets the Government's strict operational requirements. The required commercial crane must be capable of lifting no less than 6,400 pounds to a height of over 16 feet while positioned 12.5 feet from the vehicle�s side without the use of a stabilizing outrigger. Furthermore, the commercial item must meet specific technical specifications required for the platform suitable for maritime environments. This effort is for the procurement of the commercial cranes themselves. The cranes must be immediately capable of performing with no additional modification or development needed to meet the Government�s timeline for Fiscal year 27/28. To meet the Marine Corps� Approved Acquisition Objective, PM AAA requires these commercially available cranes to support the associated production quantities of the ACV-R. Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government (USG) property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 336992, Military Armored Vehicle, Tank and Tank Component Manufacturing. The USG has not made a commitment to procure any of the items discussed and should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.
