U.S. Embassy Singapore Date: April 17, 2026 Dear Prospective Quoter: Subject: Request for Quotations No.19SN1026Q0018 Enclosed is a Request for Quotations (RFQ) for the purchase of two passenger vehicles for the U.S. Embassy Singapore. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. Vehicles shall meet all applicable Singaporean regulatory requirements, which may include, but are not limited to safety, emissions, and registration standards. Please pay attention to a crucial requirement outlined in DOSAR 652.242-73. This requirement mandates that all quoters either possess, or ensure that they and/or their authorized local partners possess, the necessary licenses and permits to conduct business in Singapore. It is essential to ensure compliance with all Singaporean regulations and legal requirements, including all applicable tax laws and obligations, to operate successfully in the country. Specifically, Singaporean tax authorities expect businesses to obtain a tax identification number and fulfill tax obligations. You should review local laws before submitting a quotation. The Quoter must be the legal seller of record for the transaction, or clearly identify the entity that will serve as the seller of record. The seller of record must be responsible for invoicing, delivery, and compliance with all applicable Singaporean tax and regulatory requirements. Arrangements in which an entity acts solely as an intermediary without assuming these responsibilities may be deemed non-compliant. Submit your electronic quotations with the subject line �RFQ for Purchase of Two Passenger Vehicles� to SGProcurementRFQ@state.gov by May 18, 2026 at 16:30 local time. No quotations will be accepted after this time. Quotations must be in English. Incomplete quotations will not be accepted. It is important to make sure the submission is made in the specific size and format; MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size exceeds 30MB, the submission must be made in separate files and attached to separate emails, each not exceeding 30MB. In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 2. Section I, Pricing 3. Section 5 Representations and Certifications 4. Additional information as required in Section 3 5. Proof of SAM Registration 6. Completion of the specifications comparison template under Exhibit I (Section 6) Offerors shall be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to submission of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may cause the offeror to be found non-responsible, and no further consideration will be given.
