COMBINED SYNOPSIS/SOLICITATION: 1605DC-19-R-00035 Software as a Service, Cloud-Based Library System. New library management and discovery system and related migration and implementation services. i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. ii. This solicitation document is issued as a request for quote (RFQ). When submitting an inquiry or quote, please use the reference number 1605DC-19-R-00035. iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, published January 19, 2019. iv. This is requirement is unrestricted. The associated NAICS code is 541512 (Computer Systems Design Services). v. This combined solicitation/synopsis is for a new library management and discovery system and related migration and implementation services according to the attached RFQ. vi. Schedule: The quoter shall provide a quote as described in the SOW. vii. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2018), applies to this acquisition. (See http://farsite.hill.af.mil/vffara.htm) viii. FAR 52.212-2 Evaluation-Commercial Items (OCT 2014): The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical capability and price considered. Technical acceptability is based upon the Quoter's ability to provide the services requested by the Statement of Work (SOW) for the dates required by this solicitation. ix. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (OCT 2018): The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. x. FAR 52.212-4, Contract Terms and Conditions - Commercial Items (OCT 2018) applies to this acquisition. (See http://farsite.hill.af.mil/vffara.htm) xi. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JAN 2019) applies to this acquisition. Refer to RFQ Attachment for the clause in its entirety. xii. Additional contract requirements or terms and conditions that apply to this contract: a. Applicable contract clauses are found in the RFQ attachment. b. To be eligible for award under this solicitation, the quoter must: i. propose a facility that is compliant with the requirements of the Americans with Disabilities Act, ii. be registered on the System for Award Management (www.sam.gov) and have an active DUNS number. iii. meet all of the requirements of this solicitation. c. The Federal Government is exempt from state and/or federal taxes. Please do not include tax when submitting a quote. d. The Government intends to award a firm-fixed-price contract resulting from this combined synopsis/solicitation. xiii. Clarifying questions regarding this solicitation should be emailed to Jeremy B. Keator, Keator.Jeremy.B@dol.gov. Quoters must use the attached spreadsheet (titled " RFQ Clarifying Questions Template") when submitting clarifying questions. Questions must be received no later than May 17, 2019 at 12:00 PM EST. xiv. Quotes are due via email to Jeremy B. Keator, Keator.Jeremy.B@dol.gov. The quote can be submitted in any format.
