Description

This is a SOURCES SOUGHT NOTICE and is for INFORMATIONAL PURPOSES ONLY. This is not a solicitation, request for proposal, or invitation for bid. No contract will be awarded from this announcement. Purpose The U.S. Army Corps of Engineers, St. Paul District, is conducting market research to identify qualified small?business concerns that are interested in and capable of performing construction services for a riverbank stabilization project near Granite Falls, Minnesota. The Government is contemplating a Total Small Business Set?Aside for this requirement in accordance with RFO Part 19 and is seeking information from small businesses to determine interest, capability, and capacity. Project description The project will provide riverbank stabilization along the Minnesota River near Granite Falls, MN, to protect infrastructure and associated resources from continued erosion. Major work items are anticipated to include, but are not limited to: Site preparation, access roads, staging areas, and temporary traffic/public access control. Excavation, grading, and re?shaping of existing riverbanks to stable slopes. Placement of riprap, revetment, or similar armoring systems; limited structural features as required. In?water or near?water work including temporary cofferdams, dewatering, turbidity control, and environmental protection measures in accordance with permits. Installation and maintenance of erosion and sediment control BMPs (e.g., silt fence, blankets, wattles, inlet protection). Final site restoration including topsoil, native seeding, plantings, and demobilization/cleanup. Anticipated contract information Contract Type: Firm?Fixed?Price construction contract. Estimated Magnitude: Between $5,000,000 and $10,000,000. Location: Minnesota River near Granite Falls, Yellow Medicine County, Minnesota. Schedule: Construction is anticipated to occur over approximately [18�24] months from Notice to Proceed, with major in?water work scheduled during approved work windows as defined in applicable permits. Small?business focus This Sources Sought is open only to SMALL BUSINESS concerns under NAICS 237990. The Government will use the information obtained as part of its determination whether a total small?business set?aside is appropriate. Large businesses should not respond to this notice. If you want to allow all sizes but emphasize SB, you can instead say you are �particularly interested in responses from small business concerns.� Requested information from respondents A concise capability statement (e.g., 10 pages max) containing at least: Business information Company name, address, point of contact, phone number, email address. UEI and CAGE Code. Business size and current SBA socio?economic status under NAICS 237990 (Small Business, 8(a), HUBZone, SDVOSB, WOSB/EDWOSB). Bonding capacity Provide current bonding capacity for a single project and aggregate, from a surety licensed to do business in the United States. State whether your firm can bond a single construction contract with an estimated value between $5,000,000 and $10,000,000. Relevant experience Provide 3�5 example construction projects completed within the last 5�8 years that are similar in type, scope, and magnitude (generally $4M or greater) to this effort. For each project, include: Project title and location. Customer/owner and point of contact (name, phone, email). Contract number (if available) and final contract value. Brief description of work including riverbank/streambank stabilization, riprap placement, in?water work, dewatering, environmental controls, and restoration. Indicate whether your firm was the prime contractor or a subcontractor, and percentage of work self?performed. Capabilities and self?performance Describe core capabilities your firm would self?perform on this type of project (e.g., earthwork, riprap placement, dewatering/cofferdams, erosion control BMPs), and the approximate percentage of work you typically self?perform on heavy?civil projects. Identify major areas you would likely subcontract (e.g., specialty revegetation, electrical, survey, trucking). Geographic capacity and schedule Describe your firm�s capability to mobilize and perform work in Granite Falls, MN, including prior experience working in Minnesota or surrounding states. Note any specific experience coordinating river levels, seasonal construction windows, or environmental restrictions on work in or near waterways. Interest as Prime State clearly whether your firm is interested in competing as a prime contractor on a project of this magnitude. If primarily interested in subcontracting opportunities, indicate that as well and note typical disciplines you perform.
