Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W912QM26QA023 is issued as a Request for Quotation (RFQ) for Master Blanket Purchase Agreement for commercial rental vehicle services in El Salvador, with or without a driver.l. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. There is no statement regarding the Defense Priorities and Allocations System (DPAS) in the provided document. (i) Line Item Numbers A list of line-item numbers, items, and units of measure is available in Attachment 2- Bid Schedule (ii) Description of Requirements The contractor is required to provide the U.S. Government with commercial rental vehicle services, with or without a driver, including fuel, throughout the duration of the contract. Further details are outlined in "Attachment 1- PWS Commercial Rental Vehicle Services El Salvador." (iii) Date and Place of Delivery The delivery schedule will be specified in each call order. (iv) Evaluation Factors The document includes evaluation factors for award, which are highlighted in the solicitation document. (v) Point of Contacts The final proposal must be addressed and sent to both Points of Contact (POCs) to ensure compliance and avoid exclusion from the competition. Request for Information Answers: Q: Physical Presence in Central America: The solicitation appears to require a physical presence in Central America and/or in the country of performance. Could you please clarify whether this requirement must be met by the Prime Contractor, or if it may be satisfied through an established Subcontractor located in El Salvador or Central America? The PWS allows the use of subcontractors in performance of the contract. Answer: The Prime Contractor Local Presence: The offeror must have a local office in Central America or the United States of America, in which they will fully conduct operations out of in support of this contract opportunity. The Offeror must provide Local Office address and POC information. Prime contractors who do not have an operational office out of these locations will automatically be excluded from competition. While a U.S.-based facility satisfies the baseline operational office requirement, the Government intends to establish a limited number of Master Blanket Purchase Agreements (BPAs). If multiple proposals fall within the same competitive range, favorable consideration will be given to offerors demonstrating a local office presence over those operating solely from a U.S.-based location. Q: Defense Base Act (DBA) Insurance: We noticed that the BPA includes both vehicle rentals with driver and without driver. The PWS specifically contemplates both service models. If an offeror intends to provide only vehicle rentals without drivers, is Defense Base Act (DBA) insurance still required for proposal submission and contract performance? Our understanding is that DBA coverage is typically required when contractor personnel are performing work in support of the contract. Therefore, we would appreciate confirmation whether DBA insurance remains mandatory when no contractor employees or drivers are provided under the BPA call. Answer: BPA Call RFQ will be issued accordingly, If requirement is for NTV without driver DBA will not be on the RFQ for the call. Q: Submission of Partial CLINs. Since the price schedule includes both driver and non-driver vehicle rental CLINs, may an offeror submit pricing only for the vehicle categories and CLINs it is capable of supporting, or is pricing required for every CLIN listed in the Bid Schedule? Answer: Partial CLINS are acceptable. Q: The Bid Schedule lists 59 unit-priced CLINs (per Day/Week/Month) but provides no estimated quantities, and the BPA has no option line items. How will the Government compute and compare a �total price� and assess price balance? Will the Government provide estimated quantities or a representative sample call for evaluation? Answer: Unit price comparison Q: Place of performance is "per BPA call." For planning and pricing, can the Government identify the primary performance locations/regions and typical mission durations anticipated under the BPA? Answer: Specified by each BPA RFQ, mainly San Salvador and around other military installations. Q: The PWS states that with-driver service includes fuel and refueling, yet the Bid Schedule has a separate Fuel (per gallon) CLIN 0035. Please clarify how fuel is to be priced/billed to avoid double-counting (i.e., is CLIN 0035 only for without-driver self-fueling reimbursement?). Answer: Without Driver Condition Q: How should Toll Fees be priced - as a fixed unit rate, a not-to-exceed estimate, or billed at documented actual cost as a pass-through? A unit-priced cell does not fit a variable pass-through. Answer: NTE
