Description
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services intends to award a sole source contract to Evernorth Federal Services for Pharmacy Benefits Management services on behalf of the World Trade Center Health Program (WTCHP). The WTCHP is a limited health care benefit program that provides medical monitoring, screening, and treatment for Program members. Members are responders to the 9/11 terrorist attacks in New York City, the Pentagon, and Shanksville, Pennsylvania and survivors in the New York City disaster area. The WTCHP is a statutory program established under Title I of the James Zadroga 9/11 Health and Compensation Act of 2010, as amended. The WTCHP is administered by the National Institute for Occupational Safety and Health, part of the CDC, a component of the Department of Health and Human Services. As part of the WTCHP, the Program provides prescription coverage for members with certified WTC-related health conditions. Members with certified WTC-related health conditions can fill prescriptions used to treat these conditions at no cost as long as they are prescribed by a Program provider. All covered prescriptions must be on the WTC Health Program�s formulary. The Program has a requirement to obtain Pharmacy Benefits Management services to administer and manage the pharmacy benefits provided to eligible members. The Pharmacy Benefits Manager shall operationalize the Program�s limited pharmacy benefit by coordinating covered pharmacy services and supporting appropriate medication access based on each member�s certified condition(s) and membership category. The anticipated period of performance for this contract is a one-year base period and two, one-year option periods as follows: Base Period: September 20, 2026 � September 19, 2027 Option Period 1: September 20, 2027 � September 19, 2028 Option Period 2: September 20, 2028 � September 19, 2029 Option periods would be exercised pursuant to FAR 52.217-9, Option to Extend the Term of the Contract, if it is determined to be in the Government�s best interest. As indicated above, this contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and submit documentation of their capability to respond to this requirement. This notice of intent is not a request for competitive quotations/proposals; however, all responses received within the issuance period of this notice will be considered by the Government. A determination by the Government not to competitively solicit for the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
