Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Health and Human Services intends to award a firm fixed price sole source contract under the authority of FAR subpart 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).:Millipore Sigma. The North American Industry Classification System (NAICS) code for this requirement is 541380, Testing Laboratories, and the Product Service Code (PSC) is AN42, Health R&D Services; Health Care-Other; Applied. The object of this sole source award is an instrument which requires a retesting program to requalify a single lot of S66 reference standard of PEN-866. This will generate a certificate of testing for this standard and provide this certificate to POB. To preserve data continuity, traceability and regulatory compliance, requalification must be conducted. This synopsis does not constitute a solicitation, however interested parties may identify their interests and capability to respond to this requirement within five (5) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
