Description
The Executive Office for United States Attorneys (EOUSA) intends to solicit and award a Purchase Order to Ipro Tech, LLC, 145 South Wells Street, Suite 600, Chicago, IL 60606, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. EOUSA anticipates award of a contract, on a sole source basis, to Ipro Tech, LLC Inc to provide Ipro Eclipse SE Products: Review, Publish, Print, Scan, and Streaming Ingestion software licensing, including software maintenance and support. To permit the most cost-effective and efficient handling of eDiscovery projects by attorneys and legal support staff in geographically dispersed United States Attorneys Offices (USAOs), the USAOs require a suite of eDiscovery tools that can process paper and electronic files, images, and existing load files in a robust suite of discovery applications that combine paper imaging and electronic processing capabilities. Given the number, variety, breadth, and legal requirements of the cases handled by USAOs, personnel in each USAO office location need the ability to: (1) process native ESI to convert it into various electronic discovery industry-standard formats; (2) load processed ESI in industry-standard formats into a platform to facilitate review, search, analysis, and categorization; (3) run text searches across collections of ESI to identify relevant and privileged information; (4) tag documents to categorize them for relevance, privilege, and relationship to legal issues; (5) create productions in multiple electronic discovery industry-standard formats; and (6) present ESI at trial. The USAOs are frequently required to produce large volumes of eDiscovery to unsophisticated opposing counsel who lack eDiscovery software. As a result, the USAOs require software that affords the option of generating a standalone deliverable allowing individuals without eDiscovery software to view, search, and tag the documents produced or provided by USAOs (without having to acquire eDiscovery software of their own). This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government. Information in response to this notice may be sent to Bryant Gilbertson, Contracting Officer, at bryant.gilbertson@usdoj.gov. A determination by the Government not to compete this action is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged.
