Description(s): EDWARDS AFB SOURCES SOUGHT FOR ACU 1 AND 2 ALIGNMENT AND PREVENTATIVE MAINTENANCE THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. 1. Purpose. This is a Sources Sought in support of Market Research being conducted by the United States Air Force to identify potential sources for a contractor to provide comprehensive planned maintenance, continuous wireless condition monitoring, and alignment services for two critical pieces of equipment: Air Conditioning Unit 1 (ACU 1) and Air Conditioning Unit 2 (ACU 2). Both units are located at Edwards Air Force Base, Building 1030, for the 772TS/EWOX. The purpose of this service is to ensure enhanced equipment reliability and prevent costly downtime by shifting from purely schedule-based maintenance to a data-driven model, utilizing a permanent condition monitoring system to trigger specific maintenance actions. The resulting contract will include one (1) base year and four (4) option years. 2. Requirement. SCOPE OF WORK: The contractor shall provide all necessary labor, hardware, software, and expertise to transition the equipment to a monitored, data-driven maintenance program. The scope encompasses the following: Permanent Condition Monitoring System (Base Year Requirement) Installation & Integration: Supply and install a permanent, wireless condition monitoring system (including all necessary hardware and software) on both ACU 1 and ACU 2. System Capabilities: The system must provide continuous remote monitoring of critical operational parameters (e.g., vibration, temperature) to establish baselines and detect anomalies. Ongoing Monitoring and Data-Driven Maintenance Continuous Monitoring: Provide ongoing remote monitoring and data analysis of the equipment's health parameters. Data-Driven Interventions: Major service actions�such as precision laser shaft alignments (including hot condition alignment for the blower) and bearing replacements shall be performed as-needed based on system triggers and data trends, rather than solely on an annual schedule. Routine Annual Inspection and Preventative Maintenance Component Inspection: Annually inspect foundations, mounting hardware, electrical connections, controls, and shaft couplings. For ACU 1 (Blower), inspect the bearing housing, reservoir, throttle valve, and air filter (providing recommendations). Lubrication: Perform a complete lubrication change on motor and blower bearings in accordance with manufacturer specifications and data indicators. Seal Maintenance: Replace shaft seals on the ACU 1 Blower as needed. Operational Checks: Perform motor amperage checks and overall operational checks, including surge condition checks for the ACU 1 Blower. DELIVERABLES: The contractor shall provide the following deliverables: System Implementation Report: Upon completion of the Base Year installation, documentation verifying the successful setup, integration, and baseline readings of the wireless condition monitoring system. Continuous Data Access & Reporting: Provision of ongoing access to the monitoring software/data and regular (e.g., monthly/quarterly) equipment health reports. Service Intervention Reports: Detailed summaries provided after any data-triggered maintenance event (e.g., alignment, bearing replacement), including before/after metrics and corrective actions taken. Annual Maintenance Summary: A comprehensive report of all routine inspections, lubrication changes, and system optimizations performed during the annual visit. PERIOD OF PERFORMANCE: The contract will consist of a one-year base period (incorporating the hardware installation) with four (4) one-year option periods for ongoing monitoring and data-driven maintenance, resulting in a total possible duration of five (5) years. 3. Information requested. The Government requests interested offerors furnish the following information if they can FULLY support this requirement: a. Company name, SAM Unique Entity ID (UEI) and Cage Code, address, points of contact, phone numbers and e-mail addresses. b. Information should include a brief description of experience in providing the items and services specified above. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. c. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined in RFO 19 and currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 811310 �Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance�. The Small Business Size Standard is $12,500,00.00. d. Any other information deemed useful to the Air Force. Information packages should be limited to no more than 3 pages. 4. Inquiries.
