Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Prepared in accordance with FAR Part 5 DOIAFBO260078 The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO) on behalf of the Great Plains Regional Office (GPRO), Cheyenne River Agency (CRA) intends to enter into a sole source firm-fixed price contract with the Road Groom Manufacturing LLC for 13' Road Groomer under the authority of FAR 6.103-1 and 41 U.S.C. 1901. Cheyenne River Agency (CRA) requires a 13� Road Groomer to maintain over 300 miles of gravel roads using Non-CDL licensed personnel. There are three distinct manufacturers that produce Road Groomers, each designed for specific purposes and operational requirements. Road Groom Manufacturing stands out as the only manufacturer offering Road Groomers that can be operated using either a 4WD 3/4 pickup or a tractor. This versatility allows for greater flexibility in road maintenance, especially for agencies with limited access to heavy equipment or CDL-trained operators. Road Groom Manufacturing LLC is the only responsible source and no other supplies or services will satisfy agency requirements. No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 333120 Construction Machinery Manufacturing. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for this requirement by 12:00 pm Pacific Time, 22 June 2026.
