Description
Amendment #3 (RFI's answered, SOW adjusted) Additional drawings have been uploaded as PDF - "(09) B2320 Drawing" No other drawings are available. Construction start date: No earlier than 1 June, 2026 The incongruency between the SF1442 solicitation number and the number on SAM is an error we cannot fix. Submissions with the SF1442 solicitation number is correct. E-mails with either number will be accepted and responded to. His contact number is 208-828-0743 The United States Government (USG) has a requirement for design-build services set forth under this contract at Mountain Home Air Force Base (MHAFB) to replace the antiquated fire alarm system at the Sagebrush Inn, building 2320, with a new addressable fire alarm system, as required by the Fire Prevention Engineer. The design-build services shall develop a complete design with supporting specifications, analysis (without hazardous material survey for asbestos and lead-based paints, as per the MHAFB environmental office.), and proposed construction project schedule; followed by construction services to include demolition; new installation, and commissioning fire alarm systems in accordance with Unified Facility Criteria (UFC); design drawings and specifications; and other design standards and guidance. Building 2320 has an outdated fire alarm panel and devices which violate the Fire Code requirements. There are no replacement parts available for what is currently installed, which is driving the requirement for a replacement and upgraded system. It is anticipated that the period of performance will be 407 calendar days from the Notice to Proceed. Design phase being limited to 212 days and construction phase to 180 with the remaining days being used for De-mobilization and Close-out. Building 2320 will be occupied with Airmen and the everyday mission of those airmen should be minimally disrupted as much as possible. This project will be broken up into 3 phases. Phase 1 will be dedicated to the design of the project and result in the 65% design package being submitted to USG. At the same time the 65% design is delivered Phase 2, which is dedicated to construction, will kick off. Phase 3 will involve tasks finishing up construction, testing, demobilizing, etc. See attachments below for all relevant documents. For the proposal, all "if applicable" items shall be priced as if they are all applicable. Any proposals with these items not priced will be deemed unacceptable. Site Visit: A site visit for any interested parties will be held on January 6th, 2026 at 2:00 PM MST to walk through the facility and have any questions related to the design-build or technical aspects answered. This site visit is not mandatory, and all relevant questions will be recorded and posted to the solicitation after. All interested parties will need to meet at the visitor's center at 1:30 PM local (MST) to acquire day passes if you do not have base access already. The visitor's center is located just north of the main gate, on the west side of the highway. If you stay to the right as you approach the base, you can turn into the visitor center's parking lot about 100ft before the manned gate. Attempting to enter the base without a pass will result in a lengthy delay. We will be leaving the visitor's center at 2:00 PM local time (MST). Per the evaluation factors, Questions must be submitted no later than 3:00 PM local (Mountain), Jan 12th, 2026 Proposals must be submitted no later than 3:00 PM local (Mountain), Jan 20th, 2026 Questions shall be directed to both POCs.
