Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Ketchikan for Non Hazardous Waste Disposal. The vendor will be Full Cycle, LLC 7843 N. Tongass HWY, Ketchikan, AK 99901-9102 UEI: FJWLHGQPKZL7 This action is being awarded on a sole source basis pursuant to FAR 12.102(a). Full Cycle, LLC is the only known and qualified vendor on the island of Ketchikan, Alaska, that is capable of providing the required comprehensive waste material disposal services. Market research has confirmed a lack of other available sources in the immediate geographic area that can meet the agency's requirements. Attempting to source this service from a vendor not located on the island would incur significant logistical challenges, transportation costs, and unacceptable delays. Such delays would hinder continued production and operational readiness at Base Ketchikan USCG Base Ketchikan, Ketchikan, AK will be the procuring entity for this effort. Performance will be located at Ketchikan, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 562219. This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 24 MAY 2026, at 3:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
