Description
Pre-solicitation Notice: Intent to Award a Sole-Source Contract for Virtual Air Defense Systems Integrator (ADSI) Software 1. Action: This is a pre-solicitation notice of the Government's intent to award a firm-fixed-price, sole-source contract to Ultra Advanced Tactical Systems, in accordance with Federal Acquisition Regulation (FAR) 13.101-1(b). 2. Description of Requirement: The 418th Contracting Brigade, on behalf of the 69th Air Defense Artillery Brigade, has a requirement for a one-year subscription license for the Virtual Air Defense Systems Integrator (V-ADSI) software. This software provides a critical, standalone tactical data system capable of integrating and visualizing air defense data, ensuring operational continuity. Key requirements for the software include: Interoperability with over 300 tactical data link and radar protocols used by U.S., NATO, and allied forces, including Link 16 and .JREAP. Advanced gateway and multi-link forwarding functions. The ability to create a Common Operating Picture (COP) from disparate military sensor feeds. Rapid deployment on standard government-furnished laptops and tablets. The Product Service Code (PSC) for this requirement is 7A21, and the North American Industry Classification System (NAICS) code is 513210 - Software Publishers. The total estimated value is $21,750. This acquisition will be awarded using simplified acquisition procedures. The anticipated award date is on or before May 15, 2026. This acquisition is not subject to any trade agreements. 3. Justification for Sole Source: Market research has concluded that the V-ADSI software is a proprietary product developed and sold exclusively by Ultra Advanced Tactical Systems. The research, which included a sources sought notice posted on SAM.gov, confirmed that no other commercial or non-commercial product can meet the Government's minimum technical requirements. The software's unique ability to integrate with over 300 distinct military-specific protocols and provide advanced gateway functions is not available in any other product. Therefore, Ultra Advanced Tactical Systems is the only known source capable of providing the required V-ADSI software. 4. Submission of Information by Other Interested Parties: This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. 6. Closing Date: Interested parties must submit their capability statements by April 27, 2026. 7.
