Description

NOTICE OF DECISION TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, intends to award to a single source contract to OPTO 22 for the procurement of Universal Monitoring and Control (UMAC) Programmable Logic Controller (PLC) Edge Programmable Industrial Controller (EPIC) Pre-Configured Processors In accordance with the FAA Acquisition Management System Paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The requirement to procure the GRV-EPIC-PR2 processor, which includes non-standard modifications not available in the commercial off-the-shelf-version. The groov EPIC System, including the GRV-EPIC-PR2 processor, was selected following an evaluation of available COTS programmable logic controller (PLC) solutions for use across the ASR-8, ASR-9, and ASR-11radar platforms. As a result of this evaluation and subsequent system development, the groov EPIC System became the only approved PLC baseline for the UMAC. Use of any alternative PLC would require extensive engineering analysis, software redevelopment, testing, certification, and configuration management approval, resulting in significant cost, schedule, and technical risk. In addition, the required GRV-EPIC-PR2 processor incorporates FAA-specific modifications and configurations that are not available in the standard commercial version of the product. These modifications were developed and validated as part of the UMAC design and are necessary to ensure compatibility with existing hardware, software, and operational requirements. No other source is authorized to provide the approved modified configuration The proposed principle North American Industry Classification System (NAICS) code for this effort is 334419 - Other Electronic Component Manufacturing with a Size Standard of no more than 750 full-time or part-time employees averaged over the past 24 months.
