Description

Title: Sources Sought Notice pertaining to a contemplated new procurement to acquire contract support services to ensure those who fill Mission Critical Occupations (MCOs) and DOT positions are involved in overseeing the safety of automated technology have the competencies required to support the DOT mission. DESCRIPTION OF REQUIREMENT The purpose of the attached DRAFT Statement of Work (SOW) is to procure the services of entities who can assist in recruiting personnel to fill Mission Critical Occupations (MCOs) and other DOT positions involved in overseeing the safety of automated technologies and ensure that they have the competencies required to support the DOT mission. Although the DOT has competency models for many of its MCOs, the models were created nearly 10 years ago. The DOT is seeking to update existing competency models and build new ones that can be used by DOT for gap assessment and personnel selection. The DOT is seeking to create a comprehensive competency library that will enable the Department to assess its workforce and identify competency gaps and subsequently close the competency gaps. The U.S. Department of Transportation (DOT) Departmental Office of Human Resource Management (DOHRM) Division of Human Capital Planning and Solutions (M-11) is issuing this Sources Sought Notice to seek industry comments and identify potential Contractors capable of performing the work described herein. This notice is not a Solicitation and it does not seek the submission of formal binding quotation/proposal. If the DOT determines that these services will be procured, a formal Request for Proposal will be issued. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice. Your response will be treated as information only. It shall not be used as a proposal. The NAICS code for this effort is 541612 (Human Resource Consulting Services). The anticipated period of performance proposed is four years inclusive of a one (1) year base period and three (3) one year option periods. RESPONSES TO THIS RFI After reviewing the DRAFT SOW, interested parties shall submit the following in response to this Sources Sought Notice: Company Capability Statement tailored to the requirement (SOW) that demonstrate ability to successfully accomplish the goals of the project. Business size; Proposed contract type; and Estimated cost that will describe the required level of effort and cost to complete the tasks outlined herein and Suggested labor categories. FORMAT AND PAGE LIMIT Responses to these sources sought notice shall not exceed 10 pages, excluding any attachments. There is no formal question and answer period for this notice and no questions will be entertained before the due date, however, feel free to submit questions and comments as part of your submission. Interested companies should e-mail their responses to this notice to Maliha.Habib.CTR@dot.gov with a courtesy copy to Robin.Golden@dot.gov by 12:00 PM Eastern Time, Friday, May 01, 2026.
