Description

The Naval Air Systems Command (NAVAIR) awarded a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Delivery Order under Basic Ordering Agreement (BOA) N00019-23-G-0002 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, for the System Configuration (SC) 28 Fleet Release in support of all Type/Model/Series (T/M/S) MH-60R/S aircraft. This contract includes the non-recurring efforts necessary to develop, integrate, test, and deploy an MH-60 Product Line SC28 Fleet Release to all MH-60 air platform variants, inclusive of United States Navy (USN) and Foreign Military Sales (FMS) aircraft. The period of performance will be 21 May 2026 through 30 June 2028. This action was awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, �Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements�. LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services. Note: This Award Notice is not a request for competitive proposals. The awarded contract action is for services and incidental material for which the Government has solicited and negotiated with only one source under the authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the services described above require substantial initial investment and pertinent data. The determination made by the Government to not compete this contract action was based upon responses to the previously published Pre-Solicitation Notice, posted 08 May 2025.
