Description

This is a pre-solicitation notice. This notice is not a request for proposals. Proposals are not being requested or accepted at this time. The Government will not accept proposals until the formal solicitation is issued. The General Services Administration (GSA) Public Buildings Service (PBS) intends to issue a solicitation for the Office of Facilities Management�s Retail Utility Services Division. GSA requires professional Energy Supply Acquisition Management Services. The successful Contractor will provide comprehensive management support for a vast deregulated energy portfolio comprising approximately 1,850 accounts (390 natural gas and 1,317 electricity accounts) across 54 federal agencies. The anticipated solicitation number is 47PH5326R0018. The solicitation will be made available electronically through SAM.gov. Interested parties are responsible for monitoring SAM.gov for issuance of the solicitation and any amendments. The contract is anticipated to have a base performance period of one (1) year, with four (4) one year option periods. The exercise of an option period is the unilateral right of GSA. The Government anticipates making a single award; however, the Government reserves the right to make no award. Place of performance is anticipated to be at Contractor facilities, with coordination supporting federal accounts nationwide. Services are anticipated as follows: Program Management Renewable Energy Certificate (REC) attestation collection and reporting Contract component updates and calculations NGAP Inc. account management (minimum 398 accounts) Billing, payment, and account discrepancy resolution Information preparation for agency requests Advisory Services Weekly energy market condition updates Risk management strategy development Portfolio management recommendations Procurement strategy creation Renewable energy market analysis Pre and Post Award Services Data repository creation and maintenance Historical utility data collection Government POC and RFP participant engagement Energy supply RFP development Pre-proposal conference hosting Strategic pricing recommendations Set-Aside: This acquisition is anticipated to be conducted on an unrestricted basis. No Small Business set-aside. Other Requirements: Contractors must have an active registration in the System for Award Management (SAM) at time proposals are due and SAM registration must remain active throughout the period of performance in order to receive a government contract award. An active registration is one that complies with the annual representations and certifications requirements. To register, the SAM.gov Internet address is: https://sam.gov/. The Government anticipates acquiring these services using commercial acquisition procedures under FAR Part 12 in conjunction with FAR Part 15. No Upfront Cost Basis: The Government anticipates that no direct payment will be made by GSA to the contractor for these services. The contractor�s compensation is anticipated to be paid by awarded energy suppliers at an agreed-upon rate per dekatherm or kilowatt hour consumed, as specified in the solicitation. The solicitation will provide detailed instructions regarding proposed compensation, evaluation, and reporting requirements. The solicitation is anticipated to be issued on or about 16 July 2026 through SAM.gov. Proposal submission instructions will be provided in the solicitation. Proposals shall not be submitted in response to this pre-solicitation notice. The estimated proposal due date is 7 August 2026 at 2:00 PM (Mountain Time). All responsible sources may submit a proposal which shall be considered by GSA. The Government anticipates award on or about 30 August 2026.
