Description

This is a notice of intent to sole source as required by FAR 5.203. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 3304(a)(1) implemented by the FAR Subpart 6.103-1 (FAR Class Deviation 25-11) entitled �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� The Department of Homeland Security intends to procure on a sole source basis from Aon, located at 2001 K Street, NW, Ste 625 North, Washington DC 20006. This contract will be a single award contract, with an estimated total value of $331,000. Aon previously provided compensation design and support services for the Cybersecurity Talent Management System (CTMS) program from May 25, 2021, through May 24, 2026. There is an urgency to award this contract to avoid potential disruptions in the administration of the CTMS program and develop a smooth transition to hiring and training internal resources. Aon is uniquely qualified to continue to provide compensation support services based on their national expertise in cybersecurity compensation and their history with designing and administering compensation services specifically for CTMS. The period of performance for this contract is for a one-year period. Place of Performance is at the contractor's facilities - including remote/virtual environments - within the United States. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 10:00 a.m. ET on July 6, 2026. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to karen.ma@hq.dhs.gov with Identification No. RUHC-26-CS006 referenced in the subject line.
