Description

This is a notice of intent to award a sole-source contract under statutory authority 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Air Force Life Cycle Management Center Armament Directorate (ALFCMC/EB) requires an Enterprise License Agreement (ELA) allowing all EB users across multiple associated sites access to MATLAB and Simulink as well as all MATLAB toolboxes across the Non-classified Internet Protocol Router (NIPR), Defense Research Engineering Network (DREN), Standalone networks (Enclaves), and Standalone computers in classified and unclassified areas. MathWorks, Inc. is the sole developer, publisher, and licensor of the MATLAB and Simulink family of software products. As the OEM, they are the only entity with the legal authority and technical capability to provide and support an enterprise-level license for this software. The anticipated NAICS Code is 513210 - Software Publishers. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
