Description
This is a Pre-Solicitation notice for the National Institute of Standards and Technology (NIST) located in Gaithersburg, MD. This is not a Request for Proposal. The Solicitation will be advertised as a Total Small Business set-aside under NAICS code 236220 � Commercial and Institution Building Construction , the small business size standard is $45.0 Million. The Government anticipates awarding a single firm fixed price contract in accordance with the procedures outlined in FAR Part 12. REQUIREMENT BACKGROUND In 2021 NIST completed a design contract with Burdette Koehler Murphy Associates Inc. (BKM) for work in Building 215 Cleanroom, part of the Advanced Measurement Laboratory (AML). The AML was completed and occupied in 2005. It is one of the most advanced laboratories of its type in the world. The cleanroom facility within the AML complex houses an 1800 square meter cleanroom, of which 750 square meters is Class 100. The Design that BKM completed includes: Perform Pre-demolition testing of mechanical equipment. Repair or replace ~70 variable air volume terminal units. Repair and perform diagnostics of existing control systems to confirm operation of existing dampers, valves and sensors. Replace ~54 existing airflow monitors. Install ~32 new exhaust air valves to control exhaust branch ductwork airflows. Repair or modify existing exhaust or supply ductwork. Replace all ~1200 existing terminal supply HEPA filters, repair supply connections, balance, and certification new HEPA filter. Rebalance air handling units, exhaust fans, exhaust tools. Perform rebalance of cleanroom to maintain proper room pressurization. Perform recertification of cleanroom. Verify and repair/replace capped ducts as needed. When the design requirement originated, the NIST COR and customer agreed on one, 16-19 month shutdown for the work to be completed. Since this decision was made, the customer requirement has changed; the construction contractor must limit outages by scheduling, planning, and containing cleanroom bays from adjacent spaces AND by working 24/7 starting Friday evenings and through the weekend until outages of cleanrooms are brought back online (maximum 1 week per outage) NIST, via BKM, will provide a written and well-documented phasing plan to assist the construction contractor meet the current NIST requirement. SCOPE OF REQUIREMENT Contractor shall provide all labor, materials, equipment, and supervision necessary to complete the Building 215 HEPA filter replacement, repair, rebalance, and recertification construction project in accordance with the specifications and drawings. A full range of construction activities will be required under this contract including, but not limited to: Demolition activities Containment Cleanroom Specialties HVAC Specialties All work shall be performed at the NIST campus located at 100 Bureau Drive, Gaithersburg, MD 20899. The magnitude for this project is estimated to be between $1 Million and $5 Million. SOLICITATION REQUIREMENTS NIST intends to award a single firm-fixed price contract. An awardee shall be selected in accordance with the procedures prescribed under FAR Part 12.
