Description
Amendment 01: Clarification: Acquisition and evaluation strategy for this effort has not yet been established. The Government seeks to engage in low stake discussions with firms for questions and/or feedback to the requirements document. Demonstration of capabilities is not required, nor will responses be used to establish firm?s capabilities at this time. The Government would like to organize the first round of discussions as soon as possible. Please advise on interest to participate by 11 November 2025 at 1600 via email to Veronica Velarde at magda.v.velarde.civ@us.navy.mil. The Government is seeking constructive feedback on the attached draft Statement of Work for a potential future opportunity related to IT services for NIWC PAC Code 532. Feedback can be questions, comments, areas of concern, or similar. This is a pre-solicitation effort to ensure the final SOW is clear, concise, and attracts highly qualified respondents. We recognize that government requirements can sometimes be complex or unclear, leading to unqualified proposals. Specific to this requirement, historically, 95% of the proposals received have been found technically marginal which leads the Government to believe that understanding of the requirement as written may be unclear. This feedback will help us develop a well-defined SOW that aligns with industry capabilities and ultimately benefits the warfighter and taxpayer. Additionally, please advise on which areas of the SOW that your firm is specifically qualified for. This information may be utilized to further potential partnering/teaming arrangements and create the most robust/capable team to accomplish the requirement. This draft SOW covers various elements of IT services currently required by NIWC PAC Code 532. Based on firm information and feedback received, the requirement may be awarded as a single contract or divided into multiple awards. The number of potential awards remains at the Governments discretion and may change prior to formal solicitation. The draft SOW highlights technical and administrative functions that have historically been challenging for industry. This effort is designed to gather information and facilitate dialogue with industry on aligning capabilities. Note: No formal Industry Day will be held. The Government is specifically requesting: A. Initial submission of questions, comments, concerns, and constructive feedback on the attached draft SOW. Based on the initial submissions, the Government may: 1. Request further information on a firms capabilities; 2. Engage in direct dialogue with your firm, likely via Microsoft Teams; 3. Create a public contact list of interested parties to facilitate potential partnering or teaming arrangements for this requirement, when/if a formal solicitation is released. B. Firm capabilities for any or all areas of the SOW. The level of interaction will be determined by the Government. This request is for informational purposes only, and the final requirements will be determined by the requirements owners. Participation in this information-gathering process will not create any conflict of interest or preclude your firm from submitting a formal proposal when the requirement is formally advertised.
