This is not a request for quote (RFQ) or a promise to issue a future RFQ. It shall not be construed as a commitment by the Government to contract for any service. The U.S. Government is not seeking quotes at this time and will not accept unsolicited proposals in response to this synopsis. Responses in any form are not offers and the Government is under no obligation to award a contract because of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description are strictly voluntary. Not responding to this announcement does not preclude participation in any future RFQ, if any are issued. The Mission and Installation Contracting Command (MICC) Fort Drum, NY is seeking to identify multiple Small Businesses with the interest and resources to enter into a Blanket Purchase Agreement (BPA) for Ground Maintenance/Snow and Ice Removal Services under the North American Industry Classification System (NAICS) Code 561730 Landscaping Services. The small business size standard for this industry is $9.5 million in average annual revenue. The Product Service Code is S208 Landscaping/Groundskeeping Services. Service projects under the BPA would include but not be limited to the following: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform all pavement clearance services, to include street sweeping and snow, ice and sand removal services, on paved driving/parking areas and side roads, as described and defined in this Performance Work Statement (PWS), Part 4 Contractor Furnished Items and Services. The Contractor shall perform to the standards in this contract. The Contractor must be registered in Wide Area Work Flow (WAWF) for contract payment. To register and access WAWF, go to https://piee.eb.mil/. As prescribed in FAR 4.1102, interested parties must be registered with the System for Award Management (SAM) under NAICS Code 562910. Representations and Certifications must also be on record. SAM registration is free and done through the website at https://www.sam.gov. This procurement will be 100% Small Business Set Aside for this requirement.
