Description

The Transportation Security Administration (TSA), Finance and Administration (F&A) and Contracting and Procurement (C&P) solicited and issued a purchase order based on soliciting only one source. The procurement request number is PR267668E194 is JA-2026-01-1330. Purchase Order No. 70T01026P7668N001 was awarded to The Building People, LLC (215 Depot Ct SE, Leesburg, VA 20175-3017) to provide continued Operations and Maintenance (O&M) services for the TSA Systems Integration Facility (TSIF) and Freedom Center (FC) while TSA awards a follow-on contract. The Contractor provides program management, mechanical services, electrical services, plumbing services, hoursekeeping (janitorial), equipment and systems tests/inspections, preventive/predictive maintenance, corrective maintenance/repair, and 24/7. Award details may be found below: (a) Contractor Name: The Building People, LLC (215 Depot Ct. SE, Leesburg, VA 20175-3017) (b) Type of Action: Purchase Order with Firm Fixed Price (FFP) and Time-and-Material (T&M) line items. (c) Estimated Amount: $498,445.90 (d) Year of Funding: Fiscal Year 2026 (e) Period of Performance: 5/10/2026 7/9/2026 (f) Other Information: TSA intends to fulfill this requirement through a 12-month award to Source America while the requirement is formally added to the AbilityOne Procurement List. However, due to multiple lapses in appropriations during Fiscal Year 2026, TSA was unable to facilitate a timely follow-on Task Order for this requirement. TSA requires additional time to solicit and award a new contract for this requirement but was unable to facilitate this process in a timely manner due to multiple lapses in appropriations during Fiscal Year 2026 (i.e., 10/1/2025 11/12/2025, 1/31/2026 2/3/2026, and 2/14/2026 4/30/2026). At the end of Fiscal Year 2025, TSA was refining the requirements for the recompete and assembling the necessary documentation; however, this process was severely delayed due to staff furloughs and the resulting administrative backlog. As noted, TSA intends to award the next contract under the AbilityOne Program.
