Description
1. DESCRIPTON OF WORK: The Helena, Arkansas Floodwall Replacement Project is located in Phillips County Arkansas and is approximately 3,700 linear feet in length and is divided into (3) segments: northern, middle and southern segments. This replacement project is for the replacement of approximately 1,600 linear feet of floodwall that only includes the northern and middle segments. This project will involve the following types of work: demolition of existing concrete structures as well as the existing L-shaped floodwall; traffic control; disposal of demolished concrete and construction debris; removal of old railroad scale pit; excavation of earthen material; removal of wooden timber piles; installation of sheet piles; dewatering, access roads, and excavation of a riverside borrow pit; clearing and grubbing; offroad hauling and temporary storage of borrow material; installation of wick drains; deployment of temporary flood protection system during demolition and at openings as required using filled gabion baskets; fabrication of steel swing gate; installation of a new reinforced inverted T concrete floodwall; concrete slope paving; turf establishment; asphalt and concrete pavement; and leak testing of swing gates. 2. PERIOD OF PERFORMANCE: 310 calendar days for the Base. Option 1 will add 100 calendar days. Option 2 will add 890 calendar days. These days will run concurrently with the previously established period of performance, and the extension will be limited to the duration required for completion of the awarded option work. 3. LOCATION OF WORK: Helena, Arkansas Phillips County. 4. The North American Industry Classification System code for this procurement is 237990- Other Heavy and Civil Engineering Construction. The corresponding size standard of $45 Million. 5. MAGNITUDE OF CONSTRUCTION: Between $10,000,000 and $25,000,000 (DFARS 236-204). 6. This will be a construction contract awarded as Firm-Fixed Price (FFP). 7. This project is a new requirement. 8. The Solicitation is anticipated to be issued on or about 14 July 2025. A Firm-Fixed Price contract is anticipation to be awarded on or about 30 September 2025. ******Please NOTE this solicitation will require offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award. ******After Solicitation issuance, contractors may view and/or download all Solicitation documents at the following internet address: https://www.sam.gov/.
